Why Exporting to China Raises the Bar
Most food and dairy products sent to China must come from a facility registered with China’s General Administration of Customs (GACC). Under GACC Decree 248, overseas producers of imported food register their manufacturing (and in some cases storage) facilities through the online CIFER system, with registrations valid for five years; the companion Decree 249 sets out broader import food-safety measures covering evaluation, labelling, record-keeping and inspection. On top of registration, individual product categories carry their own national (GB) standards — for example the GB 10765 series for infant formula.

GACC published a draft amendment to the Decree 248 framework in early 2025, so the detail continues to evolve, and requirements vary considerably by product; exporters should confirm the current rules for their own category with GACC or a qualified adviser. What stays constant is the operational expectation behind the regulations: rigorous contamination control, full traceability and demonstrable hygiene.
